| Maybe. Since they're not forcing anyone to raise their selling price, just advertised price, it may not be illegal. It depends solely on the quality of their lawyers. The only real damage I see it causing is breaking a lot of online shopping searches. You could write a script to get around it by doing a quick add to cart, price grab, remove from cart, but you'd have to be careful about how often it was used because I doubt online retailers would appreciate getting script hammered.
