 |  German's investigate Paypal over cartel claims We ask the questions Germany's cartel office regulator has started an investigation against payment outfit PayPal over the possibility that it hindered competition. What seems to have got the German's ziege were PayPal's rules for extra charges and the presentation of PayPal in the terms of use for Germany.
