Default power error

When booting my friends PC, he's getting an endless loop of short beeps --> power error according to the bios beep codes, this happens even before initial bootscreen or bios.

Question: psu got broken or mobo is wasted?

I know it's easy to test with an extra psu but atm that's not possible, so I'm looking for some advise to help him.

update:

we went to forcom for a 20 euro psu 300w. plugged it in, same thing, directly endless loop of short beeps --> power error.

he told me what had happened before:

a week or so ago, he was changing/connecting some case fans, suddenly his pc shut down.... short circuit or so?

Since then he had some strange blue screen hangups and thursday a major hangup with the above consequence.

So is it possible to waste a motherboard with a short circuit while connecting fans on a molex only used for case fans?

conclusion: motherboard is dead? RMA it? or are we wrong?

Try disconnecting everything, except cpu. Then you should get memory error beeps. Plug in the memory and see what beeps you get now. Finally, plug in the videocard.
Maybe you have tried this before, but this is what I should do.

Btw, to be sure, I always turn of my computer to connect fans.
