Default 4GB of ram on X2 system?

Running an X2 4400 gaming rig and want to upgrade from 2 GB to 4 but i've heard the alocated memory from the cpu will take up 1 GB of the 4, so it'll essentially run at 3GB at slower timings.

Is this true? is there a work around?
